Cattle drug threatens thousands of vultures

Modelling study paints bleak picture for Europe’s bird populations.

A veterinary drug blamed for driving vultures to the brink of extinction on the Indian subcontinent could cause thousands of bird deaths now that it is being used in Spain.

Researchers have expressed concern over use of the anti-inflammatory drug diclofenac in cattle since it was approved for veterinary use in Spain in 2013, as the drug is toxic to vultures who may consume it via dead cows. Now, modelling by Rhys Green, a conservation scientist at the University of Cambridge, UK, and his colleagues suggests that the drug could cause populations of that country’s Eurasian griffon vultures (Gyps fulvus) to decline by between 1–8% each year. Their work was published on 25 April in the Journal of Applied Ecology1.

“You can almost liken it to the rather macabre game of Russian roulette,” he says. “Vultures eat about every three days on average, so that’s 120 days a year — and so that’s like 120 pulls of the trigger.”

Widespread use of diclofenac in south Asian cattle was linked to the deaths of millions of vultures that ate carcasses containing the drug, causing some populations to decline by more than 99% since the 1990s. Although diclofenac does not yet seem to have caused population declines for Europe’s vultures, scientists suspect that it might only be a matter of time.

Because vultures congregate to feed, Green says that even a few carcasses containing the drug could seriously damage a population. Along with Antoni Margalida from the University of Lleida in Spain, and other colleagues, he is calling for a ban of the veterinary drug in favour of an alternative called meloxicam that is less toxic to vultures.
Toxic roulette

Diclofenac is toxic to vultures even in small doses, causing kidney failure. That results in uric acid accumulating in the birds' blood and crystallizing around their internal organs—a condition called visceral gout2.

Countries on the Indian subcontinent began banning diclofenac in 2006 and since then, vulture populations in the region seem to have halted their precipitous declines3.

In Europe, diclofenac has been approved for veterinary use since 1993. In 2014, the European Medicines Agency acknowledged that vultures are at risk of consuming residues of the drug in dead livestock, but did not recommend banning it. In 2015 the European Commission decided to follow the EMA’s recommendation, leaving it up to EU member states to prevent diclofenac-laced carcasses from entering the food chain.

India bans large vials of vulture killing drug

The Indian Ministry of Health have put in force a ban on multi-dose vials of human formulations of diclofenac, a drug which is responsible for the death of tens of millions of Asia’s vultures, Birdlife International have reported.

The painkiller was banned from veterinary use in India in 2006 because of its lethal effects on vultures that feed on the carcasses of treated cattle and buffaloes, but human formulations of the drug have been illegally used to treat animals since then. The ban sees diclofenac production now restricted to human formulations in a single 3ml dose.

“Despite diclofenac being illegal for veterinary use since 2006, human formulations have been made readily available in large vials by irresponsible drug companies, making it cheap and easy to use illegally to treat cattle and buffalo,” says Chris Bowden, RSPB (BirdLife in the UK) and SAVE vulture programme manager.

“This ban means that the large vials can no longer be manufactured and sold, making it more difficult to use illegally for animals and thereby removing it from the primary source of food for Asia’s vultures. This is a huge step closer to bringing vultures back from the brink of extinction.”

5-year plan to conserve vultures

KATHMANDU, AUG 01 - The government has prepared a five-year Vulture Conservation Action Plan with an aim to prevent the endangered vulture species from extinction, as the illegal use of toxic Diclofenac, a veterinary drug, threatens their population.

The conservation action plan (2015-2019) endorsed by the government recently is a follow-up document for the implementation of various activities targeted to protect the existing vulture population in the country.

The action plan prepared by the Department of National Parks and Wildlife Conservation (DNPWC), in coordination with Bird Conservation Nepal, aims to increase the population of the vulture species that are at high risk of extinction unless immediate conservation efforts are adopted. Red-headed Vulture (Sarcogyps calvus), Slender-billed Vulture (Gpys tenuirostris) and White-rumped Vulture populations have dwindled to a critical stage over the years. It is estimated that the total number of these three critically endangered vulture species in the country is fewer than 2,550.

BAJURA: The District Livestock Service Office Bajura and Nepal Bird Conservation Association of Kathmandu jointly declared Bajura as a diclofenac free district on Monday.

The campaign against diclofenac is for the awareness and conservation of vulture. The Association declared the district as the diclofenac free after the study that it fatal to vultures. Diclofenac is however used for the treatment of livestock. 

Nepal is a home to nine species of vulture. 

Field officer of the Association, Bhupal Nepal said the conservation of vultures help maintain environment balance. He added that Nepal has six indigenous and three itinerant species of vultures. 

However, more than 95 percent vultures have vanished.

EU under pressure to ban diclofenac to protect Europe's vultures

Veterinary drug for cattle that led to collapse of vulture populations of Asia is a risk to 55,000 birds, says European Medicines Agency

Pressure is mounting on Europe to immediately ban a drug used by vets which has been linked to the poisoning of vultures and other birds which feed on the corpses of cows treated with it.

The use of veterinary diclofenac, a pain-killing anti-inflammatory medecine given to livestock led to the unintentional but almost complete collapse of many vulture populations in Asia in 1990s and early 2000s. But a loophole in Europe allows it to be legally used in Spain and Italy where nearly all Europe’s estimated 55,000 vultures live. 

Now, following an investigation of the death of a Spanish vulture in 2012, theEuropean Medicines Agency has confirmed that vultures and other carrion-eating birds are at risk. The European commission asked the agency, which is responsible for the scientific evaluation of all medicines developed by EU drug companies, to consider the risks it posed to birds after scientists and ornithologists protested when Spain authorised use of the drug on cattle last year. A dose of just 0.1–0.2 mg/kg body weight can cause rapid, lethal kidney failure.

Not all Britons now planning their summer holidays in Spain will be heading for the beaches. Wilder regions deep inland, such as Extremadura, will draw a surprisingly large contingent of British birdwatchers, in search of some of western Europe’s most spectacular birding, featuring in particular big raptors such as vultures and eagles. The chance to see Egyptian, black and griffon vultures, and great rarities such as the Spanish imperial eagle, attracts many a British twitcher; a birding friend of mine would never miss his annual Extremadura trip, based in the small ancient city of Trujillo (he tells me the weather, medieval architecture, food and wine are all magnificent bonuses).

So here’s a piece of worrying news for anyone concerned with wildlife conservation: these very birds of prey now face a poisoning threat from a veterinary drug which has already wiped out millions of vultures in India.

Mumbai: The serious threat from the veterinary drug - diclofenac - to various species of vultures has been known for a long time. Research now shows that the killer drug seems to be preying upon other birds of prey too. A paper published today in the Cambridge University Press journal - Bird Conservation International – by scientists from BNHS-India, UK-based Royal Society for the Protection of Birds (RSPB) and Indian Veterinary Research Institute (IVRI), Bareilly, Uttar Pradesh, has revealed that two Steppe Eagles found dead at a cattle carcass dump in Rajasthan had diclofenac residue in their tissues.

The recent findings based on the tests carried out on the bodies of the two Steppe Eagles found in Rajasthan showed the same clinical signs of kidney failure as seen in Gyps vultures after they had ingested diclofenac. Researchers have observed extensive visceral gout, lesions and uric acid deposits in the liver, kidney and spleen of the two birds and diclofenac residue in the tissues.

Steppe Eagle is a winter visitor to most areas in northern and central India and some areas in western and eastern India. It also feeds on carcass dumps. Other species of Aquila eagles that are known to frequent carcass dumps include Tawny Eagle, Eastern Imperial Eagle and Indian Spotted Eagle. Steppe Eagle is closely related to Golden Eagle found in the UK, the vulnerable Spanish Imperial Eagle and other globally vulnerable or declining Eurasian eagles. Scientists now fear that all species in this genus, known as Aquila, are susceptible to diclofenac. With fourteen species of Aquila eagles distributed across Asia, Africa, Australia, Europe and North America, this means that diclofenac poisoning should now be considered a global problem.

Bureaucratic ignorance has allowed a drug that almost wiped out India’s vultures to be sanctioned for use in Europe – raising fears that authorities will have to spend vast sums collecting and incinerating animal carcasses which the birds usually dispose of.

Despite their unappealing looks, vultures make a vital contribution to public health in southern Europe.

But Spain, which is home to about 100,000 vultures, has horrified conservationists and bird lovers by approving the use of diclophenac – a powerful anti-inflammatory drug used that is beneficial to mammals but will kill any vulture that feeds on a carcass containing traces of the drug.

Diclophenac can also be used legally in Italy, where it was first developed. The country also has a small population of wild vultures.

Europe has failed to take notice of the Asian experience with the cattle drug Diclofenac as it becomes more widely available on the continent. Used to treat animals for inflammation and other diseases vultures are unable to break down the chemical and die from renal failure. The impact of the drug was quick and devastating with vulture populations in India during the 1980′s running at millions of birds to barely a few thousand remaining by the late 1990′s.

Despite the drug being banned by India in March 2006, Nepal in August 2006 and Pakistan in late 2006 the drug has been authorised for use in Spain where 80% of European vultures live. There is no need for Diclofenac to be licensed for use in Europe as Meloxicam has the same effects on livestock but without being toxic to vultures.

Could the devastation of Asia – where over 99% of vultures died in just over a decade – be replicated in Europe? The drug is particularly toxic to vultures. A study in 2003 by Dr. Lindsay Oaks to try to find out what was killing all the vultures in India discovered just how toxic the drug was to the birds. The researchers concluded that if just 1% of dead livestock on by vultures had been treated with Diclofenac the impact would be catastrophic on vulture populations. In reality over 10% of animal carcasses had been previously treated with the drug.

Vulture killing drug now available on EU market

March 2014: The drug responsible for wiping out vulture populations in India, Pakistan and Nepal is now available in Europe and could bring with it a repeat of this ecological disaster warn Birdlife International.

Diclofenac is a powerful anti-inflammatory drug that has now been authorised for use on domestic animals in Italy, and in Spain where 80 per cent of European vultures live.

This is in despite of the drug being proved to kill vultures when used throughout India, Pakistan and Nepal to treat cattle in the 1990s. For when the animals died, Diclofenac can remain in the body for up to ten years and is absorbed by the vultures feasting on the carcase, causing their almost immediate death.

Studies found that a single cattle carcass treated with diclofenac was enough to induce renal failure and visceral gout in the entire vulture population of the surrounding area.

Banned diclofenac still kills critically endangered birds

KATHMANDU, March 16: Diclofenac drug was banned in Nepal in 2006 to curb the dramatic decline in the population of vultures. However, six years on, the drug is still a major threat to the critically endangered birds, according to Bird Conservation Nepal.

Speaking at a national workshop on ´effects of diclofenac on vultures and its current issues in Nepal´, vulture conservation officer at BCN Khadananda Poudel said that after the ban on the drug for veterinary purpose, many farmers began to buy diclofenac drug prepared for human use.

“Therefore, despite the ban, vultures could not be fully protected from the harmful drug,” he said. The workshop was jointly organized by Bird Conservation Nepal (BCN) and Department of National Parks and Wildlife Conservation, Nepal in the capital on Thursday.

During a BCN survey in 2011, moderate use of human diclofenac was detected throughout the birds´ nesting colony that stretches from Nawalparasi to Kanchanpur boarder side, Poudel informed.

“Animals normally need 30 mg of diclofenac, while humans need only 3 mg for the drug to show effect. We found that people were illegally using the drug for animals,” he said, adding that scientific studies carried out since 2002 show a decline of 91 percent in the vulture population in Nepal

Pakistan vultures have turned the corner after Diclofenac ban


Peregrine Fund study shows that the ban on toxic veterinary drug diclofenac is effective in addressing Asian vulture crisis

October 2012. The number of critically endangered Long-billed Vultures in Pakistan is beginning to recover, thanks to a ban on the use of diclofenac, a veterinary drug that is toxic to vultures, according to a new study by The Peregrine Fund.

99% drop in numbers
Before the 2006 ban, vulture populations in Pakistan, India, and Nepal had dropped by up to 99%. Diclofenac, then a new drug in the veterinary market, was widely used to treat ailing cattle and other livestock, but vultures began dying by the thousands. The birds suffered renal failure after ingesting diclofenac-treated carcasses that had been left in the fields for scavengers.

52% increase after the ban
By 2008, two years after the ban, breeding populations of the Long-billed Vulture at the study sites in Pakistan had increased by up to 52%, the study shows.

"Our results demonstrate for the first time since the onset of the Asian vulture crisis that the ban on veterinary diclofenac is an effective management tool for reversing Long-billed Vulture population declines in the study area," the authors said.
